Help with Play, Stay and Dine Possible Discount

We are looking at a trip the end of Jan. I was looking at booking POP, 2 rooms (4 adults, a 11 year old, 3 year old and 1 year old) and getting deluxe dining for one room (to share dining credits). If they have the PSD discount is the discount off the quick service? or if I wanted Deluxe do I get the full discount off that? I have never used this discount and I am so confused as to how it works. I would also consider a moderate stay at POFQ if we would come out better that way. I want to go ahead and get reservations somewhere to be on the books, but not sure where to make them...meaning what is going to be my best option when the discount comes out.
 
Lately, the values and moderates include the quick service plan when free or discounted dining is offered. The deluxe hotels include the regular dining plan. The discount is off those plans. You can then pay the difference to upgrade to the regular or deluxe dining plan. I don’t think the dollar difference between the plans is discounted.

So would I pay the difference between the full price of the QS plan and the Deluxe? or the difference from the discounted amount? Like say the QS is $50 and the Deluxe is $100. If the discount on the QS with the package was $25, would I pay $75 (difference in the discounted price to deluxe) or $50 (difference in the regular price to deluxe)? I know those are the real prices...just using those numbers to make it easier.

The cost to upgrade would be the difference from the value of the plan. So, $50 difference from reg to deluxe (the actual number in 2018 was $41). Here is the thread that breaks down the SPD discount for last year. It worked to be a 40% discount on the QS dining plan at values and a 45% discount on the DDP plan at the moderates and deluxes. We won't know yet what the offer for 2019 will be, but at least this should give you an idea based on last year:
