I have read and seen plenty of people upgrading their room on DCL for a surcharge when at port right before embarkation. Does anyone know if this is also the case on RCCL or even NCL? If so, how is it done? What are the typical category upcharges?

You'll probably get a better answer on Cruise Critic. From what I've read, the other lines like to try and upsell before you get to the port.
more than a few years ago, there were opportunities to upgrade upon embarkation. This has not been the case for some time aboard RCCL. They have become somewhat of a value line and offer discounts, incentives, and upgrades during the booking period to ensure they are sailing full. They try to make up for that difference by selling so much stuff on board.
