That was no figment, that was my kids you saw with Mr Squarepants! I posted that with some other pics from the MG-Con meet a couple (gee was it that long?) weeks ago.
The best time to see characters @ Universal is first thing in the morning right on the main intersection after you enter the gates. They also appear throughout the day all over the parks.
Be aware that due to the costumes many characters ONLY do meet & greets and pose for photos (no talk or signatures). Characters usually have "human" escorts and they will let you know. I have seen some chat and sign autographs but many do not, unfortunately that includes Spongebob (his hands don't move at all).
I have also spotted Scooby-doo and Shaggy, Eliza Thornberry & Donny (Donny kept trying to get in the slime time auditions); Chuckie, Tommy, & Angelica Pickles, the MIB dudes, Shrek, Prince Farquar, the now-extinct (sigh) Charlie Chaplin, Woody Woodpecker and his gal-pal, and others, and that's just @ Universal!
Not really "characters" but just as much fun: near the Animal Planet / Barney/ ET area they often bring out animals from the Animal Planet show. We've met Lassie and a wonderful smart little chimp.
IOA has many characters too, notably in the Seuss area, Marvel Superheroes (these are the most predictable, riding out on their vehicles with sirens blaring before stopping for meet & greets almost every hour or so), and in Toon Lagoon (watch out for Boris Badenoff, he carries a loaded watergun and is not afraid to use it!)
In any case, unlike Disney, the characters are plentiful... you do not have to be lucky to spot one on your visit. In fact you will have a hard time NOT spotting a few if you spend the day. Nor do you have to wait in a long queue just to spend 10 seconds posing with a character and then be herded out so the next kids can have their photo op (sorry but that really ticked me off when we visited epcot a few years back).
