Are VB stays eligible for Moonlight Magic?

I know that VB stays are eligible for Annual Pass stays and don't count towards the limit.

Do VB stays count towards moonlight magic? Or do you have to be at WDW?

I believe that any reservation booked via points is eligible for the early registration for MM events.

Yes. As @Sandisw already stated, points reservation are eligible. A member cash reservation made through DVC would also be eligible.

Vero is eligible, Hilton Head is not. (That would be quite a drive though!)

In 2020, just before COVID, we had a week booked at VB and we were able to get a reservation for a MM at MK in the middle of our stay. We put a waitlist for one night at AKV and got it, so it was very convenient. We returned to VB in the early morning after the Moonlight. My daughters were very excited to have a vacation during a vacation!!
