Can you get your order to "carry out" of the POP restaurant?

Yes-- you can eat it either in the food court or take it with you. There is not TS restaurant there, and no requirement to stay and eat it there (and it can get pretty crowded so not a bad idea to eat elsewhere.).

Can you get a carry-out type container to take on the road?

Yes, although I think you may have to pay a nomial fee for them, don't remember for sure. You can carry the trays back to your room though and them leave them on top of the garbage cans outside your room when you are finished. Just a warning-if you are planning on taking disney buses to the parks in the mornings, they will not allow you to eat or drink on the buses.....
