Mechanically speaking, the system looks ready to go. It's going to depend on Disney's ability to finish the stations.
Also, they are very shallow draft so they could get near the shoreline etc. if required to evacuate all of the gondolas.Looks like a pontoon boat to me. Which makes sense for stability.

The Skyliner will be a cool addition, but I think the current bus system could probably handle the additional HS crowds by simply adding more buses to the mix.
