Western Canada, sure. But San Diego for someone who doesn't like heat, over Toronto?

Yes you’re right those are the average temperatures but those don’t list the humidex levels which are common in July.
Weather forecast will say something like
“Tomorrow will be 77 but will feel like 91 with the humidex”
 
We almost always take at least a week around July to the Smoky Mtns. and don't find it that hot, but we mainly stay in the higher elevations.
Most places in the US are hot in July, at least partially anyway. We love Bar Harbor but were even hot there in July one year.
Also, the black flies nearly ate us alive - they were nearly inescapable especially near the ocean.
 
My late husband and I went to Vail, Colorado in July twice and the weather was perfection. 75 and sunny.

Northern Michigan can be nice in the summer. Mackinac Island is fun.
 
Upper Peninsula of Michigan! While the kids were growing up, we would go up every summer -- southern shore of Lake Superior - Pictured Rocks National Lakeshore. We'd stay in Au Train, near Munising, but also 35 minutes from Marquette.

There are lots of boat tours and easy-to-get-to waterfalls. Shipwreck Museum (Edmund Fitzgerald) is worth a day trip.
