Reservations In Advance Question

If a DVC members home resort is the Boardwalk and they want to make a reservation starting Nov 18, 2007, what is the earliest they can start making the reservation? I've been told Dec 19th and Dec 17th of 2006 I know it's 11 months for home resort, but not sure of actual date one start booking ?
