Service fee?

I like to peruse other boards, and on one of them there's this guy offering points for rent or transfer, and he's got two charges, one for a 'guest certificate' and one for a 'resort service fee'.

Before we became DVC owners, we rented and never came across either of these, and now that we own, we STILL haven't seen this.

Is the guy doing this just tacking on made-up fees for extra profit, or it something else?

Because if he's making up fees to make himself more money and then claiming it's Disney's fees for guests and resorts, then that seems sort of, um, un Walt/DVC'er like....

He's trying to rent out an Interval International exchange. The guest certificate fee is to change it to your name and is $39. The resort services fee is $95 and charged to the guest by DVC essentially to run the exchange program. Both are legitimate charges though it is technically against II's rules to rent out an exchange.
