this means for a seven day cruise i need an extra $300
dollars plus whatever i decide on the manager and room service.

Yes, that's correct.

You can charge your tips to your stateroom account. At the end of the cruise they will provide you with envelopes for tips and a sheet you can fill out if you want to charge the tips to your stateroom.

The exception is room service, you tip them as they bring you food and I tip a few dollars each time, in cash.
