OMG So I have to eat my former words... I just texted them to ask if their card has an AF and he said it DOES! "It started in the second year"!!! I'm in shock.
So now I'll have to find out precisely which one it is, what benefits it has, whether they use said benefits, and find out if a PC is a good idea for them. Wow. Wow wow wow.
It sounds like your parents put a lot of spend on the Explorer card to earn all those miles. They can do better if they can get new cards for their SUBs, or even just getting something like the CSP that has the same AF and moving their spend over to that card.
Anyway, your parents should consider PCing their Explorer card to this no fee card:

Read over DoC’s review. They’ll lose most of the benefits and category bonuses of the Explorer card, but they’ll keep access to expanded economy award availability which has the most value to me.
Even though it sounds like your parents paid the second year AF on the Explorer, they should be able to get a prorated refund of the AF if they PC to the no fee MileagePlus card. (They need to call in to the number on the back of their card to PC.)
