You can't really "fund" your PayPal account with a credit card. You "add" a credit card to your PayPal account and it becomes part of your "wallet." You can also add bank accounts. PayPal will actually ask you to add a credit card and bank account in your name to "complete" your profile. You can then make payments from your bank account or credit card through PayPal. The payee needs to also have PayPal, and you need the payee's email address associated with their PayPal account to send the money to.
PayPal does not charge a fee to the sender or payee when you send payments using your bank account or PayPal balance. PayPal charges a 2.9% + 30¢ transaction fee when you send payments using a credit or debit card. The fee is usually charged to the sender, but the sender can pass the fee onto the payee, which the payee can choose to pay to accept the transfer or decline the transaction. PayPal does not charge buyers a fee when using PayPal to checkout with merchants (e.g., when paying on eBay).
There will be no fee to the person sending the money. In your case, the payee will need an account (no fees to have an account), but will pay 2.9% + $0.30. It's not really that they will pay it, more so that they they will have that amount deducted from the payment.
If you are paying someone you know and trust, you can choose personal payment, pay with your Paypal balance or bank account funds and there is no fee.
In any other situation, the person receiving the money will have the fee deducted from the amount they receive, that includes ebay sellers, merchants, etc and it does not matter where the funds are coming from.
Sending money via personal payment should only be used with those you know and trust, you do not have any buyer protection when going this route.

It seems from the DPs on Reddit that the key is to select the Rent, Mortgage, and Real Estate category for your payment to code as travel for 3x points.
When RadPad got back into the business of processing rent payments last month with the charge coding as travel, I have to assume Plastiq noticed a lot of their recurring payments for rents drop. Plastiq comes up enough in the points and miles game that they must realize a sizable portion of their customer base use their service to chase points (no pun intended). Changing Plastiq's MCC coding on mortgages and rents, which is the largest monthly expense for most people, seems to be a clever way to win business, especially with their lower 2.5% fee compared to RadPad's 2.99% and Plastiq's ability to process mortgage payments in addition to rents. I worry Chase may respond with some limitations on their 3x bonus categories, but for now let the good times roll!
Interesting that it seems the merchant can "choose" the category since when I questioned Chase about a dining purchase not coding correctly they told me Visa decides the category, not the merchant or the bank issuing the card

So planning my Grand Canyon trip. Closest airport to fly into is Flagstaff. Looking at hotels, Hilton seems to be the best bet as there are 2 choices close to airport. We would stay 3 nights in the park, 1-2 nights before the park, maybe 1-2 nights after depending on flights.

I am so aggregated with Chase right now. My DH got the business SW card and we put a lot of spend on it within the first week. Then it started getting declined?! Multiple SM and finally phone calls to Chase to figure it out. And now two pending charges have disappeared. Ugh. And now trying to activate his new personal SW card for him thru the automated system and it wants him to talk to a customer service rep. Annoying for both, but especially him since he doesn't think the travel hacking is worth the issues we are having. Not a great first experience with chase!
