We don't have snow tires on our cars or chains on school buses either. I can't remember the last time I even saw fire engines with chains on. I think the difference is snow removal equipment.
We have school issues as well. Last year, students had to go to school on the weekend/holidays or for longer days to make up the missed time. We only budget an extra 5 days for snow cancellations. Anything more than that, and we have to make up the difference somewhere.
The funniest thing I ever saw for snow in the south was in Dallas, TX. I had to go down to my companies HQ on a business trip. There was a 1/4" of snow on the ground one morning. Being from the NE, I thought nothing of it and went to the office. When I got there, I learned they had closed for the day due to snow.
They have no snow removal equipment or trucks to lay down ice melt. It was all melted by 10am.
I love driving in the snow. Even more so when I drove pizza delivery as a kid. No one on the road and sharp turns became so much easier as you fish tailed through the turn.
