people don't stay at WDW resorts for the amenities. Except maybe the transportation. They stay there for the location. and so far enough of them have been willing to pay multiple times the industry standard for the location.
It's possible that more guests could be driven to nearby offsite resorts because then they will be paying for parking AND get offsite amenities.
Apparently not, because it applies to reservations made March 21, 2018 and after.
I think from the way this is worded, you must be a member staying on your own points. I am not sure if the exemption for DVC applies to staying on someone else's points (if you're a member). But you're ok because you booked before March 21.

To avoid the fee for the parking, you can register your car with security or front desk. You must have a valid disabled parking placard to park in the accessible parking areas. As long as you do this, there will be no parking fee charged to the guest(s).

Didn't read the whole thread so maybe these issues have need addressed. We go in Oct but booked last Nov., will we be charged?
