Here is the email I received from Disney tonight followed by the original message I sent them.
Big news is that party tickets are not theme park tickets and you will not be able to make FP+ selections... BUT WE ALREADY HAVE SOOOOO....???
I also got the vague we don't know what time you'll be let in answer.
Dear Dee,
Thank you for contacting the Walt Disney World® Resort.
Mickey's Not So Scary Halloween Party is a Special Event Ticket it is not a Theme Park Ticket. You will not be able to make Fastpass+® selections with a Special Event Ticket. During Mickey's Not So Scary Halloween Party there are specific attractions open and the park is not at General Park Admission Capacity.
If you hold a Theme Park ticket for the date you are attending Mickey's Not So Scary Halloween Party you will be able to make Fastpass+® selections until 5:25pm to 5:30pm depending on the attraction.
In prior years Guest who have tickets for Mickey's Not So Scary Halloween Party Event Tickets have been allowed entry to Magic Kingdom® Theme Park before the scheduled event time of 7pm. Early entry to Magic Kingdom is based on the capacity of the Theme Park and is not a guarantee.
There is not a exact time that Guest with Mickey's Not So Scary Halloween Party Tickets will be allowed entry, it is based on the capacity of Magic Kingdom Theme Park. In past years guests have been able to enter as early as 4pm.
I do apologize that there are not direct answers to some of your questions, all the information for

Hello.
There has been much confusion over Mickey's Not So Scary Halloween Party tickets because you (Walt Disney World) are very vague this year.
I need OFFICIAL information here so if you need to take time to get the answers from someone higher up that knows the answers to these questions with certainty I'd prefer waiting a bit longer for a reply vs someone that thinks they know the answers to reply because people are getting different answers from different cast members and we'd like to just have ONE SOLID AND OFFICIAL ANSWER REGARDING THESE MATTERS.
1.Does a special event admission ticket to Mickey's Not So Scary Halloween Party entitle/allow for advance and/or same day Fastpass+ booking?
2.If yes then what is the exact time frame Fastpass+ selections may be secured?
3.While I understand that the party runs from 7pm to midnight can those with only a Mickey's Not So Scary Halloween Party special event admission ticket enter The Magic Kingdom using the party ticket prior to 7pm?
4.If yes then exactly what time are we allowed to enter using the party ticket? Please no answers of "may" or "as early as". I feel we should be able to be given a direct answer.
Issuing a public statement with a less vague description would probably help to alleviate the volume of emails you are receiving regarding this matter.
Thanks in advance for your detailed and accurate answers.
